How to Apply for the CSS Exam: FPSC Registration Guide (CE-2027)

A full walkthrough of the FPSC application process for the CSS exam in Pakistan, covering MPT registration, the written exam form, required documents, and the updated online fee payment method for CE-2027.

How to apply for the CSS exam: applying for CSS is not one form. It is a two-stage FPSC process. You register and pay for the MPT screening test first, and only after qualifying MPT can you register for the 1200-mark written exam. FPSC has also changed how the MPT fee is paid for CE-2027, moving away from the old bank challan.

What applying for the CSS exam actually involves

People searching for how to apply for CSS exam usually picture a single online form. It isn't that simple. FPSC runs the CSS exam through the Federal Public Service Commission's online portal, and the process is split into a screening stage and a main stage that run months apart, each with its own registration window, its own fee, and its own document requirements.

The first stage is the MCQs Based Preliminary Test, or MPT. Every CSS candidate has to clear it before FPSC will even consider their written exam application. So when someone asks how to apply for CSS in Pakistan, the honest answer starts with fpsc css login and MPT registration, not the written exam form itself.

Documents to keep ready before you start

  • Valid CNIC
  • Recent passport-size photograph
  • Matric or O-Level certificate, for date of birth verification
  • Intermediate or A-Level certificate
  • Bachelor's degree, minimum second division or Grade C
  • Equivalence certificate from HEC for foreign degrees, or IBCC for O/A Levels
  • Domicile certificate
  • Experience certificates, if applicable
  • An active email address and a working mobile number

Get eligibility sorted before you touch the form. If you're unsure whether your age or qualification even qualifies you, our CSS age limit and eligibility guide covers the cutoff rules FPSC actually enforces, including relaxations for government employees and scheduled categories.

MPT registration: how CSS MPT online apply works for CE-2027

FPSC announces the MPT public notice in early August each year. For CE-2027, the notice went out on 2 August 2026, with the MPT scheduled for 27 September 2026 across 19 exam cities. Registration closed on 20 August 2026, so if you're reading this after that date, the window for this cycle's MPT has already shut. That's not the end of the road though. FPSC runs this cycle annually, and the same sequence repeats for CE-2028.

  1. Create your FPSC account. Visit the FPSC website and use the 'Apply Online' link. This account handles your login and all future communication with the Commission.
  2. Fill in your MPT-2027 application form. Personal details, academic qualifications, domicile, and your preferred exam centre all go in at this step.
  3. Generate your 16-digit PSID. This is the part that changed. You no longer download a paper challan for the MPT fee.
  4. Pay Rs. 250 online through 1-Link. ATMs, mobile wallets like Easypaisa or JazzCash, internet banking, or over the counter at any 1-Link member bank all work.
  5. Log back in and finish the application. Once the fee is confirmed, you return to 'Apply Online' to complete and submit the remaining fields.
  6. Download your admission certificate. It appears on the FPSC website at least 10 days before the test. Print it yourself; FPSC doesn't send it separately.
  7. Appear in the MPT. Bring your printed admission certificate and original CNIC. The test itself is 200 MCQs with no negative marking.
What actually changed for CE-2027: FPSC's public notice states this in plain terms: fee paid on the old FPSC Challan Form (TR-6), or through cheque, bank draft, or pay order, will not be accepted. The Rs. 250 fee is now generated as an online PSID and settled through 1-Link only. Candidates still following the old NBP-challan routine from earlier cycles will find their payment rejected.

For the full CE-2027 schedule, including the written exam dates that follow MPT, see our dedicated CSS MPT 2027 page. If you want to double-check anything against the source rather than take a blog's word for it, FPSC's own CSS section is the place to go: FPSC official CSS jobs and notices page.

Written exam registration: after you clear MPT

Passing MPT only gets you a seat at the next table. The written exam, worth 1200 of the 1500 total marks, has its own separate application that opens later in the year, usually alongside FPSC's written exam advertisement in October or November.

  1. Wait for the written exam advertisement. It lists deadlines, required documents, and any rule changes for that year's cycle.
  2. Fill the CSS Competitive Examination Form online. Upload a passport photo, your CNIC copy, and your educational documents.
  3. Download and print the completed form once you've submitted it.
  4. Deposit the written exam fee, Rs. 2,200, at an NBP branch using the downloadable challan, under the same account head used for MPT: C02101, Organs of State, Exam Fee.
  5. Dispatch the hard copy to FPSC. Send the signed application form, the original challan receipt, and photocopies of your CNIC, photographs, academic certificates, and domicile to FPSC Headquarters, Islamabad, by courier before the deadline.
  6. Print your admission certificate once FPSC uploads it, and appear in the written exam, usually held in February.

Unlike MPT, the written stage still runs on the paper challan and courier system as of the CE-2027 notice. If that changes with a future FPSC advertisement, this is the section we'll update, not the MPT one.

Medical exam fee: the cost people forget about

Passing the written exam doesn't close out the fee question. Once results are declared, written qualified candidates go through FPSC's medical board, and that stage carries its own cost on top of the Rs. 2,200 you already paid to sit the exam.

Unlike the MPT fee, there's no online option here. You bring two original treasury challans (T.R-6), deposited at a National Bank of Pakistan or State Bank of Pakistan branch, straight to the medical board on exam day. Photocopies aren't accepted.

ChallanAmountAccount Head
Health FeeRs. 100C-02839
NHSR&C FeeRs. 2,000C-02725
TotalRs. 2,100Two separate challans

Put the full journey together and the mandatory fees run: Rs. 250 for MPT, Rs. 2,200 for the written exam, and Rs. 2,100 for the medical stage. That's Rs. 4,550 before anyone opts into a Rs. 500 rechecking fee for a paper. For CE-2026, the medical schedule spans five cities between 21 September and 13 October 2026, and each date carries its own roll number list rather than one shared window. Check your own centre and date in our CSS medical exam schedule guide instead of assuming the first date on the list is yours.

Common mistakes that get CSS applications rejected

  • Paying the MPT fee through an old NBP challan instead of the new PSID and 1-Link method
  • Mismatched details between the CNIC and the information typed into the online form
  • Leaving mandatory fields blank, especially domicile and contact information
  • Uploading blurry or poorly scanned documents
  • Skipping the hard-copy courier step for the written exam stage, which MPT does not require but the written stage still does
  • Using an email address you don't check regularly, since FPSC communicates almost entirely through it

Most rejections trace back to one of these, not to anything complicated. Once you actually understand how to apply for CSS exam correctly, the process stops feeling mysterious. Read the current year's FPSC notice line by line before you submit anything. A five-minute check saves a wasted attempt.

Frequently asked questions

How to apply for CSS exam in Pakistan?

Candidates first register online for the MPT screening test through FPSC's Apply Online portal, generate a PSID, and pay the Rs. 250 fee via 1-Link. After qualifying MPT, they apply separately for the written exam, pay Rs. 2,200 through an NBP challan, and send a signed hard copy of the form to FPSC Headquarters.

How does CSS MPT online apply work now?

For CE-2027, MPT registration is entirely online. Candidates fill the form on the FPSC portal, generate a 16-digit PSID, and pay through 1-Link using an ATM, mobile banking app, internet banking, or an over-the-counter payment at a 1-Link member bank. The old paper challan is no longer accepted for this fee.

What is the CSS exam fee in Pakistan?

The MPT screening fee is Rs. 250, paid online. The written exam application fee is Rs. 2,200, paid via an NBP challan. Written qualified candidates then pay Rs. 2,100 at the medical stage, split across a Rs. 100 health fee and a Rs. 2,000 NHSR&C fee, both as original treasury challans. A separate rechecking fee of Rs. 500 per paper applies if a candidate requests it after results are announced.

Can I still use the old FPSC challan form for the MPT fee?

No. FPSC's public notice for CE-2027 states directly that fee paid on the old Challan Form (TR-6), or through cheque, bank draft, or pay order, will not be accepted. The MPT fee must go through the PSID and 1-Link system.

What documents do I need before applying for CSS?

A valid CNIC, a recent passport-size photo, your matric or O-Level certificate, intermediate or A-Level certificate, bachelor's degree, an equivalence certificate if you studied abroad or did O/A Levels, a domicile certificate, and an active email and phone number.
