Service groups allocated in the FPSC CSS 2025 results

The nine recommended officers have been distributed across three major civil service groups. PAS received the largest share, followed by PSP and FSP.

5Pakistan Administrative ServicePAS
2Police Service of PakistanPSP
2Foreign Service of PakistanFSP

These three are among the most sought after CSS groups subjects a candidate can end up in, whether through the AFO route or the regular civilian written exam. PAS officers typically hold district administration and policy roles, PSP officers serve in police leadership positions, and FSP officers represent Pakistan through its diplomatic missions abroad. For a fuller look at what these roles actually pay once an officer is appointed, see our CSS officer salary guide.

How the Armed Forces Officers induction pathway works

Serving Armed Forces Officers have a dedicated route into Pakistan’s civil services that runs alongside the regular CSS competitive process. AFO candidates do not sit the complete written examination taken by civilian candidates. Instead, they appear in the Psychological Assessment and Viva Voce conducted by FPSC.

Candidates who qualify are considered for group allocation according to merit, available quota seats, and domicile. The CSS 2025 AFO results show both the candidates’ merit positions and their final service-group allocations.

In short: the AFO process is separate from the standard civilian written route, but the final allocation still reflects merit, quota availability, and domicile.

This separate pathway exists alongside, not instead of, the main CSS competitive exam. Civilian candidates go through a much longer funnel that starts with the MCQ-based Preliminary Test and runs through a full written exam before reaching the same Psychological Assessment and Viva Voce stage. For the civilian numbers from the same exam cycle, see our CSS 2025 result and pass rate analysis.
