CSS Salary Guide 2026 Updated

Commissioner Salary in Pakistan (2026 Revised)

A Commissioner's basic pay is Rs. 105,510 a month as of the July 2026 pay revision. This is the third post in our Deputy Commissioner-to-Commissioner promotion series, and it comes with a caveat the earlier two didn't need: even the grade itself is reported inconsistently across sources. Most place Commissioner at BPS-19, a few at BPS-20. Here's what's actually documented, and why the confusion exists.

02

Who Is a Commissioner, Exactly

A Commissioner heads a division, the administrative tier that sits above a district and usually covers four to eight districts under one Commissioner's supervision. It's a Pakistan Administrative Service posting, and the Commissioner acts as chief coordinator for all government departments operating across the division, overseeing law and order, revenue collection, and the implementation of government policy at a scale well beyond a single district. Every Deputy Commissioner in the division reports to the Commissioner for administrative alignment.

03

Why the Grade Itself Is Disputed

Most structured sources, including how PAS occupational-group guides describe the promotion ladder, place Commissioner at BPS-19, reached roughly seven to eight years after an officer moves from Assistant Commissioner to Deputy Commissioner. That's the mapping we've used consistently across this salary series.

A few sources place Commissioner at BPS-20 instead, and there's a reasonable explanation for the disagreement: division size matters. Smaller divisions may be headed by a BPS-19 officer, while larger, higher-profile divisions like Lahore, Karachi, or Islamabad sometimes see more senior BPS-20 officers in the role. Both figures show up in different sources because both are true in different contexts, not because one source is simply wrong.

04

Commissioner Basic Pay Under the 2026 Revised Scale

Working from the BPS-19 mapping, here's how the July 2026 revision changed basic pay at this grade.

Old Scale (BPS-2022) Revised (BPS-2026)
Minimum basic pay Rs. 87,840 Rs. 105,510
Annual increment Rs. 4,530 Rs. 5,450
Maximum basic pay Rs. 178,440 Rs. 214,510

That's roughly a 20 percent increase in minimum basic pay, in line with every other grade under the revision. If a particular Commissioner posting is actually graded at BPS-20, the relevant basic pay range instead runs from Rs. 123,090 to Rs. 235,650 under the revised scale, the same figures covered in our main salary pillar.

05

Beyond Basic Pay: What a Commissioner Actually Takes Home

At this level, the non-cash side of the compensation package expands considerably. A Commissioner generally has a senior official residence at the divisional headquarters, an official vehicle with driver, and a substantially larger support and protocol structure than a DC, reflecting oversight responsibility across multiple districts rather than one. Security entitlement, clerical staff, and administrative support scale up accordingly. Medical coverage continues to extend to the officer's dependents.

As with every post in this series, there's no single verified take-home figure that applies uniformly, since posting, division size, and province-specific allowances all shift the total package. Treat any precise all-in number you find elsewhere with some skepticism.

06

The Path to Commissioner

Promotion from Deputy Commissioner to Commissioner generally takes seven to eight years of combined service, based on performance evaluation, seniority, and departmental promotion committee review, consistent with the pattern described across PAS occupational-group career guides. It follows the same non-automatic structure as earlier promotions in this series: strong service record and available postings both matter.

07

What Comes After Commissioner

From Commissioner, officers generally move toward Additional Chief Secretary or equivalent postings at BPS-20, and ultimately Chief Secretary or federal Secretary-level roles at BPS-21 or BPS-22, the senior-most positions in the civil service. Very few officers in any CSS cohort reach these top grades, and doing so depends heavily on performance record, available senior vacancies, and seniority built up over a full career.
